Babyl is a healthcare delivery model enabling Rwandans countrywide to access healthcare services through their mobile phones. The project is led by the University of Rwanda in collaboration with CICHIN and the University of California.

The aim of this study is to explore key drivers that supported the adoption and scale of Baby’s digital service integration in Rwanda and to assess its impact on quality of care delivered through the continuum of care and its associated costs.

This report examines the impact of telemedicine on healthcare quality in Rwanda, focusing on Babyl, a digital health provider that operated in Rwanda from 2016 to 2024. Using data from standardized patient (SP) visits and provider surveys, the study evaluates differences in care quality, efficiency, and costs between telemedicine and conventional care.
